Example: You make a bid and buy an auction permit for $3000.00
You can not hold on to this permit and try to sell it for $50,000.00.
YOU CAN'T SPECULATE!
And if you have not put this or any license to use, and try to sell it, you must sell it for the price you purchased it for.
